Intelligence officials are comparing a newly discovered secret Islamic State document to Hitler’s “Mein Kampf,” as it blames Israel for the rise of the Islamic State and crowns U.S. President Barack Obama as the “Mule of the Jews.”

Found in Pakistan’s remote tribal region by American Media Institute (AMI), the 32-page Urdu language document promotes an “end of the world” battle as a final solution. It argues that the Islamic leader should be recognized as the sole ruler of the world’s 1 billion Muslims, under a religious empire called a “caliphate.”

“It reads like the caliphate’s own Mein Kampf,” said a U.S. intelligence official, who reviewed the document. “While the world is watching videos of beheadings and crucifixions in Iraq and Syria the Islamic State is moving into North Africa the Middle East, and now we see it has a strategy in South Asia. It’s a magician’s trick, watch this hand and you’ll never see what the other is doing.”

Retired U.S. Defense Intelligence Agency Director Gen. Michael Flynn and other U.S. intelligence officials confirmed the authenticity of the document based on its unique markings, specific language used to describe leaders and the writing style and religious wording that matched other Islamic State records.

Flynn said the undated document, “A Brief History of the Islamic State Caliphate (ISC), The Caliphate According to the Prophet,” is a campaign plan that “lays out their intent, their goals and objectives, a red flag to which we must pay attention.”

The document serves as a Nazi-like recruiting pitch that attempts to unite dozens of factions of the Pakistani and Afghan Taliban into a single army of terror.  It includes a never-before-seen history of the Islamic State, details chilling future battle plans and urges al-Qaeda to join Islamic State.

Its tone is direct: “Accept the fact that this caliphate will survive and prosper until it takes over the entire world and beheads every last person that rebels against Allah. This is the bitter truth, swallow it.”

Rabbi Abraham Cooper, associate dean of the Simon Wiesenthal center for human rights who heads Center’s Digital Terrorism and Hate Project, compares the Islamic State threats in the document to the rise of Nazism pre-World War II.

The brutal killing of a teacher and three children at the Ozar Hatorah school in Toulouse in 2012 by an Algerian Islamist was a major signal to the Jewish community that Europe was no longer safe and that not enough was being done to curtail the rise of anti-semitism, he said.

“It’s important to remember what our founder, Wiesenthal said, ‘it often starts with the Jews but it never ends with the Jews,” Cooper said. “As a matter fact [Islamic State] did not create anti-semitism but they are taking advantage of it, and they are building on it.”

The document advocates creating a new terrorist army in Afghanistan and Pakistan to trigger a war in India and provoke an Armageddon-like confrontation with the United States. It also details Islamic State’s plot to attack U.S. soldiers as they withdraw from Afghanistan and target America diplomats and Pakistani officials and blames the rise of jihadi organizations on the establishment of Israel.

“No sooner had the British government relinquished control of Israel, Ben-Gurion, the leader of the Jews, declared the independence of the State of Israel, triggering a global migration of Jews to the Jewish State, and launching the systematic persecution of Palestinian Muslims who had to abandon their homes and migrate,” the document states.

The document discloses the history of Islamic State dating back to the early 1990s and explains why in 2011 its leader, Abu Bakr al- Bagdhadi, unleashed car bombs to avenge Osama bin Laden’s death, and boasts about the suicide rates of American soldiers.

“Urban centers across Iraq exploded with car bombs and IED’s. The losses inflicted upon Americans, apostates, and heretics were unprecedented, as were the suicide rates amongst U.S soldiers,” the document states. “This state of affairs forced Mule of the Jews, U.S President Obama to announce an exit plan.”

The battle plan to “end the world” is described in six phases

  • Phase 1 “Awakening” 2000-2003: Islamic State calls for “a major operation against the U.S. .. to provoke a crusade against Islam.”
  • Phase 2 “Shock and Awe” 2004 – 2006: Islamic State will lure U.S. into multiple theatres of war, including cyber-attacks and establish charities across the Muslim and Arab world to support terrorism.
  • Phase 3 “Self-reliance” 2007-2010: Islamic State will create “interference” with Iraq’s neighboring states with particular focus on Syria.
  • Phase 4 “Reaping/extortion/receiving” 2010-2013: Islamic State will attack “U.S and Western interests” to destroy their economy and replace the dollar with silver and gold and expose Muslim governments’ relations with Israel and the U.S.
  • Phase 5 Declaring the Caliphate 2013-2016: Not much details offered here. The document just says, “The Caliphate According to The Prophet.
  • Phase 6, Open Warfare 2017-2020:  Islamic State predicts faith will clash with non-believers and “Allah will grant victory to the believers after which peace will reign on earth.”

The document urges followers of al-Qaeda and the Taliban to join the Islamic State in overthrowing Arab governments who have relations with the U.S. and Israel, unlike al-Qaeda, which believed it was “important to weaken the U.S before launching an armed revolt in Arab states and establishing a caliphate.”

In response to the document, a senior ranking Israeli official said that in the Middle East the world faces two threats – from Islamic State and from Iran. “We need not strengthen one at the expense of the other. We need to weaken both and prevent the aggression and arming of both,” he warned.

Alistair Baskey, deputy spokesman for the White House’s National Security Council said Islamic State is being monitored “closely to see whether their emergence will have a meaningful impact on the threat environment in the region.”

The document builds on evidence that Islamic State is expanding into the region where the September 11 attacks were born. A united Taliban, backed by the hundreds of millions of dollars of Iraqi oil revenue now enjoyed by Islamic State, would be a “game-changer,” officials said.

The document warns that “preparations” for an attack in India are underway and predicts that an attack will provoke an apocalyptic confrontation with America: “Even if the U.S tries to attack with all its allies, which undoubtedly it will, the (entire global Muslim community) will be united, resulting in the final battle.”

A war in India would magnify Islamic State stature and threaten the stability of the region, said Bruce Riedel, a senior fellow with the Brookings Institution who served more than 30 years in the CIA. “Attacking in India is the Holy Grail of South Asian jihadists.”

Pakistan Foreign Secretary Aizaz Chaudhry denied the presence of Islamic State in the region, calling it only “a potential threat.”

Unlike al-Qaida, whose focus was the United States and other western nations, the document said Islamic State leaders believe that’s the wrong strategic goal. “Instead of wasting energy in a direct confrontation with the U.S., we should focus on an armed uprising in the Arab world for the establishment of the caliphate,” the document said.

The failure to target the radical Islamic ideas has given the group breathing room to spread throughout the world much like Hitler did.

“We did a lousy job predicting what Hitler was going to do in the 1920s, 1930s – honestly, we blew it,” Cooper said. “It’s hard to take seriously or believe that such hatred was real or would be possible. They made jokes about Jews, degraded Jews but nobody believed that they would be capable of what they were saying.  So now, when groups, like [Islamic State] come along and say they are going to do A B and C, you have to take them for their word.”

ISIS Leader Repeatedly Raped US Hostage Kayla Mueller, Who Refused to Escape to Save Yazidi Girls

Islamic State leader Abu Bakr al-Baghdadi repeatedly sexually assaulted American humanitarian worker Kayla Mueller before she died earlier this year in captivity in Syria, according to the victim’s family. She got a chance to escape along with two Yazidi girls but she refused to join them lest her foreign appearance put them in danger, one of the girls has said.”We were told Kayla was tortured, that she was the property of al-Baghdadi,” Kayla’s parents, Carl and Marsha Mueller, told ABC News on Friday, the day she would have turned 27.

Abu Bakr al-Baghdadi personally brought Mueller, who was captured in Sinjar, Iraq, last August, to the home of Abu Sayyaf, a Tunisian in charge of oil and gas revenue for IS, Al-Shadadiya. The top IS leader visited the home often to rape her.

The revelation dispels rumours that Mueller became a willing spouse of the IS leader. Her family had been told about the sexual assaults by the U.S. government in June.

About a year after she was held hostage, Mueller wrote a letter to her family, saying she was “completely unharmed + healthy (put on weight in fact); I have been treated w/ the utmost respect + kindness.”

The Islamic State terror group, also known as ISIS or ISIL, claimed in February that Mueller died in an airstrike carried out by Jordan in Syria.

In May, American troops conducted a ground raid to capture Abu Sayyaf but ended up killing him. His wife, Umm Sayyaf, was later captured.

Meanwhile, a 14-year-old Yazidi girl who was held with Mueller for several months told The Independent that the humanitarian worker was kept as the private property of al-Baghdadi during her captivity.

The girl and her sister managed to escape last October, but Mueller refused to join them saying her foreign appearance could put them in danger.

The Yazidi girl also spoke about the frequent visits of al-Baghdadi. “I saw him often, he came there often,” she was quoted as saying. “And every time he came, he took Kayla away. She would always come back after.”

She added that Mueller would come back distressed and crying after being sexually abused.

IS terrorists believe Islam allows them to rape non-Muslim women and girls.

A 12-year-old girl interviewed by The New York Times at a refugee camp in Qadia, Iraq, said an IS terrorist prayed before and after raping her and sought to explain to her that the Quran encourages such sexual assaults.

“I kept telling him it hurts — please stop,” the girl was quoted as saying. “He told me that according to Islam he is allowed to rape an unbeliever. He said that by raping me, he is drawing closer to God.”

More than 5,000 Yazidis were abducted last year, and at least 3,144 are still being held.

“Every time that he came to rape me, he would pray,” another victim, a 15-year-old girl, was quoted as saying. “He kept telling me this is ibadah (worship). He said that raping me is his prayer to God. I said to him, ‘What you’re doing to me is wrong, and it will not bring you closer to God.’ And he said, ‘No, it’s allowed. It’s halal.'”

IS, an offshoot of al-Qaeda, is seeking to establish a caliphate in the Levant region and beyond, and is fast expanding its control in Syria and Iraq. Christian minorities are among its main civilian targets.

Boko Haram Islamists burn students and villagers alive in Cameroon attack

Nigeria-based Boko Haram Islamists burnt several students and villagers alive in Cameroon just days before the multinational African task force was set to begin their operations against the militants.

The bodies of the children were later found in a bush. At least 23 people were killed in all during the attack.

The seven troops who were present when the militants struck the village were quickly overpowered. About 80 Islamists were said to be part of the attack on the village, which lies in the bordering region between Nigeria and Chad.

“They [security forces] began shooting in the air to scare the attackers,” but to no avail, Pastor Edward Ngosu, who is in the village for four years, told the Associated Press.

Approximately 300 houses have been entirely burnt down by the Islamists, reported the L’oeil du sahel newspaper, which closely monitors the insurgents’ activities in the region.

No Rest for the Weary: The Plight of Assyrian Christians in the Levant

“Within minutes, tens of thousands of people fled their homes,” Nuri Kino, founder of A Demand for Action, explained to International Christian Concern (ICC).

“We actually heard them [ISIS] crying takbir (God is greater),” Ahmed Siraj Aji Mohamed, a former resident of Hassakeh told IRIN News.

These are the first and second hand recollections of those who fled the northeastern Syrian city of Hassakeh on June 25. Islamic State militants entered the city by the southern neighborhoods reigniting familiar fears and terror for the largely Assyrian Christian population. Families, some seeking only temporary refuge in the city, faced the decision of chancing death and abduction or running north.

A Demand for Action told ICC that an estimated 60,000 people have been displaced within the city while another 10,000 people have fled to Qamishli and other areas. Assyrian International News Agency reported that approximately 2,000 Assyrian families were among those who fled north. This is the fourth attack of its kind in Hassakeh but it has been the strongest one as ISIS was able to gain control of multiple neighborhoods in the city.

Since the initial incursion on the 25th, Kurdish and Assyrian/Syriac militias have reclaimed much of the city and cleansed Hassakeh of terrorists; however land mines planted by the militants still litter the area. This is a single win in a string of losses for the people of northeastern Syria.

An Ancient Community Under Threat

Assyrians in the northern regions of modern day Iraq and Syria have roots dating back to the third millennium BCE. Christianity came to the area in the 3rd century, which is over 300 years before the birth of Islam and well over 1000 years before the discovery of the New World. Syria itself is named after these ancient people.

With the growing face of Islamic radicalism in the Middle East and the direct targeting of Christian demographics, Assyrians are now facing exile and execution for their belief and dedication to Jesus.

Entire Villages Drained of Christians, Again

This past February, ISIS invaded the northeastern Khabour area of Syria and ruthlessly drained around 30 villages of their Assyrian Christian populace. According to Unrepresented Nations and People’s Organization (UNPO), over 200 of these captives are still being held by the jihadi militants who have demanded $100,000 ransom per prisoner, a price few in the region can ever expect to meet. There has been no real effort made to rescue these Christians, many of whom are women and children.

It’s a dire state to live in, an atrocity that seems unthinkable.

Yet, we are reminded that the Assyrians of the Levant region are no strangers to atrocity, having suffered two genocides and a civil war in the past 100 years.

Assyrians, alongside of Armenians, were targeted by the Young Turk’s genocide during and after WWI. In 1933, with the formation of the new Iraqi state, they were massacred yet again, causing many to flee to the Hassakeh region of Syria. And for decades they suffered under Saddam Hussein and the Iraqi Ba’ath party. The plight of these in Syria has been most serious with the outbreak and longevity of the Syrian Civil War.

Now as the country has been devastated by war for over four years with opposition groups, Islamic extremists, and the Syrian regime battling each other, Christians are not just collateral damage but prime targets in the conflict.

The Syrian Network for Human Rights (SN4HR) reports that, “Christians have become trapped and squeezed between the fire of the Assad Government and the hell of the extremist groups.”

Despite Bashar Al-Assad’s distinct claim to protect minorities, 63 percent of Christian worship places destroyed in the war have been targeted by government forces. Missiles unfortunately do not differentiate between Christian and non-Christian facilities. This is second tiered, but still an added burden to the suffering ISIS, Jabhat al-Nusra, and other extremists have inflicted on the Assyrian Christians.

“It Is Imperative We Find Another Solution”

With no protection from the outside world or even their own leaders, Assyrian Christians have been forced to take up arms of defense. The Patriarch of the Syriac Orthodox Church, Ignatius Aphrem II recently visited Qamishli and called on the youth to fight.

“We are not the type of people who want to carry weapons,” the Patriarch explained in his address, “but because the army is not able to protect us, it is imperative that we find another solution.”

There seems to be no rest or refuge for the Assyrian population. The world today continues to turn a blind eye to the suffering of this ancient and deeply rooted people group. Eshu Paul, an Assyrian Christian now living in Canada, expressed his concern to ICC in an interview, “If nothing is being done [for] Assyrians in the next decade, I don’t think there will be any Christians left.”

We must not allow these fears to manifest and be proven legitimate. The world, specifically the Christian world, has a responsibility to help these brothers and sisters in Christ.

Will it take another genocide for the church to wake up and see the needs of its own?

If so, we need only look to Hassakeh to realize it is already happening.

Attorney for Pastors Facing Death Penalty Arrested in Sudan

Attorney Mohaned Mustafa continues his defense of two South Sudanese Christian pastors, just one day after he was arrested, International Christian Concern (ICC) has learned. Mustafa represents *Pastors Peter and Michael, who could face the death penalty on trumped up charges. He previously represented Meriam Ibrahim, a Christian mother released in 2014 after being sentenced to death. This case ended with a black eye for the government in Khartoum which is part of the reason he was targeted by the government.

The American Center for Law and Justice (ACLJ) reported to ICC that police detained Mustafa and Pastor Hafez on July 1st, charging him with Article 99 of the Sudanese Penal Code, which states: “Whoever obstructs a public servant or attacks him or uses criminal force to stop him from carrying out his duties or because of his performance of such duties shall be punished with imprisonment for a term not exceeding six months or with fine or with both.”

Both Mustafa and Pastor Hafez of the have been released on bail. They were arrested at Khartoum Bhari Evangelical Church, the same church where Pastor Michael preached in December, which led to his arrest.

According to ACLJ, officials arrested the two men at the church and then marched them around the nearby market, instead of escorting them directly to the police station, which stands nearly 200 yards from the church.

“They essentially paraded [them] through the public market with hands cuffed,” Tiffany Barrans, ACLJ International Legal Director told ICC. “It was clearly done with the intention to bring shame,” she added.

According to Barrans, the accused did nothing that would warrant an arrest under Article 99. The two men were present on the scene when officials attempted to illegally destroy a portion of the church building under government orders. The two men peacefully protested the illegal destruction which led to their arrest.

A History of Persecution

The Sudan Presbyterian Evangelical Church (SPEC) where Pastors Michael Peter and Hafez serve has faced consistent persecution from the Sudanese government dating back to a land dispute between Khartoum Bhari Evangelical Church and the state. Sudanese officials have reportedly beaten and arrested congregants, have bulldozed sections of the church in Khartoum before, and have demolished a pastor’s house.

“Almost all pastors [have] gone to jail under the government of Sudan. We have been stoned and beaten. This is their habit to pull down the church. We are not surprised. This is the way they deal with the church,” Rev. Tut Kony from SPEC told The Christian Post.

Pastors Michael and Peter were arrested in December and January and charged with spying and various other crimes against the state related to their support for the embattled Khartoum Bhari Evangelical Church. Today, they will appear before the judge for questioning and he will decide whether there exists sufficient evidence to proceed with their trial. If he deems that the government has provided enough evidence to move forward, the defense must then refute the prosecution’s claims.

“The sources have all said the amount of evidence presented is laughable,” Barrans said. “Every time they came up against cross-examination, they had no evidence to any of the charges. For serious crimes, they should have serious evidence,” she added.

“ICC urges all concerned readers to pray for the release of Pastors Peter and Michael. The arrests of Mustafa and Pastor Hafez demonstrate an unacceptable hostility that the Sudanese government continues to levy against SPEC and the Khartoum Bhari Evangelical Church. Sadly, this kind of persecution is all too common in a country notorious for oppressing Christians from Darfur to Khartoum,” said Troy Augustine, ICC’s Regional Manager for Africa.

39 DEAD! Tunisia attack on Sousse beach.

At least 39 people, mostly foreigners, have been killed and 36 injured in an attack on a beach in the Tunisian resort town of Sousse, according to the health ministry.
 Video footage showed the body of a suspected gunman lying in a street.

Tunisians, Britons, Germans and Belgians and at least one Irish citizen are among the dead.

In March militants killed 22 people, mainly foreign tourists, in an attack on a museum in the capital Tunis.

At least five Britons are confirmed dead,1)Read: Tunisia attack: Five Britons among dead UK Foreign Secretary Philip Hammond said, adding: “We must expect more reports of fatalities”.

Tunisian President Beji Caid Essebsi has gone to Sousse hospital to visit the injured and promised “painful but necessary measures” in the wake of the attack.

Security officials said one attacker, who had posed as a swimmer but was carrying a rifle under a parasol, started shooting on the beach before entering the Hotel Riu Imperial Marhaba, continuing to shoot as he walked past the pool.

He was then shot dead in an exchange of fire with police, officials said. They said he was a student not previously known to authorities.

Local media reported that a second suspected attacker had been arrested, but this has not been confirmed.

One British holidaymaker in Sousse, Steve Johnson, told the BBC: “We were just lying on the beach as usual and… we heard what we thought at first was fireworks.

“But it was soon pretty obvious… that it was firearms that were being discharged and people screaming and starting to run.”

The Islamic State (IS) militant group had called on its followers to increase attacks during the Islamic fasting month of Ramadan, but no-one has yet said they were behind this attack.

Social media accounts close to IS have praised the attack and showed pictures of the man they say carried out the killings.

It is often hard to prove the links between separate cases of bloodshed, even when claims of responsibility are issued by the same group.

Violence is often driven by local grievances, with militant factions switching allegiances as the fortunes of bigger international “franchises” like al-Qaeda and Islamic State rise and fall.

That leads to uncertainty as to whether the bigger group directed, co-ordinated, or inspired a given attack, or simply claimed it after the fact. That is what officials and security analysts will be seeking to understand in the aftermath of this bloody day.

‘He took a bullet for me’

One survivor told the BBC how her fiance, a Welsh tourist, had been shot three times as he used his body as a shield.

“He took a bullet for me,” said Saera Wilson. “I owe him my life because he threw himself in front of me when the shooting started.

The UK Foreign Office said the British embassy in Tunis was sending a crisis team to the area.

Friday’s attack was the deadliest in Tunisia’s recent history. The country has seen militant Islamists gain strength since the overthrow of long-serving ruler Zine al-Abidine Ben Ali in a popular uprising in 2011.

Democratic elections after Ben Ali’s removal saw the moderate Islamist Ennahda party take power before the secularist Nidaa Tounes government won a parliamentary poll in October.

However, neither party has been able effectively to combat Islamist violence made worse by a raging conflict in neighbouring Libya and by Tunisian fighters returning home after going to join Islamist campaigns in Iraq and Syria.

ISIS Crucifies Two Children for Eating Food During Muslim Holy Month of Ramadan

Terror group ISIS has reportedly crucified and killed two children in Syria for failing to fast during the Islamic holy month of Ramadan.The boys, who were both younger than 18, were later displayed with placards hung around their necks revealing their “crime” in the town of Mayadin, Deir Ezzor province, the Syrian Observatory for Human Rights revealed on Monday.

“Apparently, they were caught eating,” SOHR founder Rami Abdel Rahman told the AFP news agency.

On Sunday, Turkish authorities reopened the border after a few days of closure, a security source said, adding that they expected as many as 10,000 people to come across.

 Muslims are forbidden to take food, water, or have sexual relations during Ramadan from sunrise to sunset, but the rule is not supposed to apply to children, pregnant women, the ill, elderly or people who are traveling. 

ISIS, which has captured significant territory throughout Iraq and Syria, has reportedly beheaded and crucified children on a number of occasions. Back in February, the United Nations Committee on the Rights of the Child detailed some of the horrific abuses carried out by the jihadists.

We have had reports of children, especially children who are mentally challenged, who have been used as suicide bombers, most probably without them even understanding,” committee expert Renate Winter said at the time. “There was a video placed [online] that showed children at a very young age, approximately 8 years of age and younger, being trained to become child soldiers.

ISIS has targeted Christian and Yazidi minorities, as well as Shiite and Sunni Muslims. While it has subjected boys to violence and death, many of the girls have been sold as sex slaves in marketplaces.

The jihadists have released several propaganda videos where Islamic militants are featured teaching young boys dressed in ISIS uniforms how to use weapons and carry out military drills.

» Earlier in June, ISIS released a 14-minute video showing young boys being trained to carry out suicide attacks and called their pending deaths a “great honor.”

The children are indoctrinated into ISIS’ ideology at these training camps, and have later been used in battle.

Indoctrinating kids with ISIS’ fanaticism is not only the easiest population to indoctrinate but also produces new generations of ISIS believers and ultimately, at some point, fighters. This is the way you build a Caliphate,
said Steve Emerson, the executive director of the Investigative Project on Terrorism.

He continued: “Their goal is to rebuild the Islamic societies they have conquered into a global comprehensive Islamist system that takes over all aspects of society from garbage collection to teaching at the Madrassas [religious schools].”

Court upholds blogger’s 1000 lashes sentence

SAUDI Arabia’s supreme court has upheld a sentence of 10 years in jail and 1000 lashes against blogger Raif Badawi on charges of insulting Islam.

The judgement came despite worldwide outrage over his case and criticism from the United Nations, United States, the European Union, Canada and others.

“This is a final decision that is irrevocable,” Badawi’s wife Ensaf Haidar said in a telephone interview from Canada. “This decision has shocked me.”

Badawi received the first 50 of the 1000 public lashes outside a mosque in the Red Sea city of Jeddah on January 9. Subsequent rounds of punishment were postponed on medical grounds.

Amnesty International slammed the “abhorrent” decision to uphold a “cruel and unjust sentence,” describing it as a “dark day for freedom of expression.”

“Blogging is not a crime and Raif Badawi is being punished merely for daring to exercise his right to freedom of expression,” said Philip Luther, Amnesty’s Middle East and North Africa director.

Pakistan Proposes Legislation to Curb Abuse of Deadly Blasphemy

International Christian Concern (ICC) has learned that Pakistan is set to introduce new legislation will curb the misuse of the country’s notorious blasphemy laws. The Pakistani government has finalized a draft bill that will now be presented to the parliament for approval. If approved and implemented, this legislation would mark a watershed moment for Pakistan in combating the widespread abuse and violence that has become synonymous with the country’s blasphemy laws.

Pakistan’s blasphemy laws, Section 295 A – C of the country’s penal code, make it illegal to incite individuals’ religious sentiments as well as specifically punishing the desecration of the Quran and defaming the Prophet Muhammad. Punishment under these laws can be as severe as life imprisonment or execution by the state.

The proposed legislation, prepared by the Interior Ministry and reviewed by the Law Ministry, aims to curb the misuse of the blasphemy laws on multiple fronts. First, the legislation would combat mob violence and extra-judicial killings, often incited by religious leaders following accusations of blasphemy, by declaring the state as the only body responsible for punishing individuals found guilty of blasphemy. Second, the legislation would introduce harsh penalties for individuals who file false accusations of blasphemy.

Finally, the legislation would introduce a mental element to the crime, something which Section 295-C currently does not meet. In the case of Pakistan’s blasphemy laws, prosecutors would be required to show an individual had deliberate intention to blaspheme in order to find that individual guilty under the law.

ICC and other human rights observers have documented the widespread abuse of Pakistan’s blasphemy laws, which are often used to settle personal scores, eliminate rivals, or persecute religious minorities. Approximately 14 individuals are on death row for being found guilty of blasphemy, including four Christians. Another 19 individuals are serving life sentences. According to a report by the Centre for Research and Security Studies in Islamabad, 52 individuals have been killed extra-judicially since 1990.

Pakistan’s Christians and other religious minorities are disproportionately accused and convicted under Pakistan’s blasphemy laws an often face spats of communal violence following a blasphemy accusation. As noted by Archbishop Sebastian Francis Shaw in an interview with Aid to the Church in Need, “When a Muslim is accused of blasphemy, it is just that individual who pays the consequences. But if a Christian is accused, the entire Christian community is held responsible.”

If passed and implemented, the legislation would be a monumental step taken toward reforming Pakistan’s blasphemy laws, an effort that has gotten politicians assassinated by the country’s religious extremists in the past. The new legislation could potentially go a long way towards securing the country’s heavily persecuted religious minorities.

ICC’s Regional Manager for South Asia, William Stark, said, “Christians and other religious minorities in Pakistan have been terrorized by the widely abused blasphemy laws for decades. In many cases, such as Joseph Colony in 2013, Gojra in 2009, and Lahore earlier this week, accusations of blasphemy have led to all-out communal violence being perpetrated against entire Christian neighborhoods. For Christians accused of blasphemy, the threat of being murdered outside of court is more likely than being executed by the state. In November 2014, a Christian couple in Kot Radha Kishan was beaten and burned alive in the brick kiln they worked at after being accused of blasphemy. This legislation being proposed by Pakistan is a real step in the right direction. However, just passing this proposed legislation will not be enough. The legislation must be properly implemented by Pakistan’s courts and local police in order for it to have its desired effect. Without the proper enforcement, this new legislation will be nothing but another piece of paper to be ignored.”
